Assessment of performance of government and the private sector in the collection and disposal of solid waste in Kampala City during the period 2008-2012

Abstract

This study compared Government funded Kampala Capital City Authority (KCCA) and Private Sector solid waste collection and disposal in Kampala city from 2008 to 2012. Across sectional survey research design was used and the study employed both quantitative and qualitative methods. Participants in the study were selected using proportionate stratified sampling technique. The sample comprised of 770 respondents who were sampled by multistage sampling from the five divisions of Kampala City. The study established that 604,814 tons of SW collected and disposed-off by the private sector from2008-2012 were more than those of KCCA (570,518 tones). Generally public perception is that the Private sector is performing better than KCCA in rendering SW management services. Since the change in the city administration and restructuring in 2011, the performance of KCCA has outpaced that of the private sector in the collection and disposal of solid waste. At divisional level the Private sector performed better than KCCA in Central and Kawempe divisions while KCCA performed better than the Private sector in other divisions (Nakawa, Makindye and Rubaga divisions) highlighting differences in effectiveness of monitoring activities.
