Abstract: Abstract: Traditional top-down security agreements often restrict local ceasefire monitoring duties to military personnel, neglecting the structural role of women in community security networks. This study evaluates how the formal integration of female civil society delegates within localized ceasefire monitoring teams impacts the long-term durability of peace protocols. Utilizing a mixed-methods design, we tracked conflict recidivism rates across 35 municipal conflict zones in the Southern Philippines alongside survey data collected from 400 community peace workers. The quantitative modeling confirms that ceasefire structures featuring active female oversight recorded a statistically significant 42% reduction in localized violations over an 18-month timeline (p < 0.01). Thematic analysis reveals that female monitors excel at identifying early warning indicators, including illegal troop movements and resource hoarding, by engaging directly with neighborhood information webs. However, cultural marginalization and a lack of official financial support from municipal authorities limit the scale of these localized monitoring frameworks. The study concludes that embedding gender-inclusive guidelines into national peace frameworks enhances institutional accountability and conflict deterrence.
